The Australasian Institute of Judicial Administration (AIJA)
The AIJA is an independent institute that draws its membership from all levels of the Australian and New Zealand judiciary, legal profession, court administrators, court librarians, and legal academics. The Institute’s principal objectives are research and education focusing on court administration and judicial systems.
The Federal Judicial Center
Established on the recommendation of the Judicial Conference of the United States, the Federal Judicial Center is the research and education organisation for the federal judicial system of the United States. The Center conducts and promotes research of judicial procedures and court operations and provides orientation and continuing education and training for federal judges and court employees.
The National Center for State Courts (NCSC)
The NCSC provides consulting, training, research and evaluation to court systems throughout the United States and throughout the world. It acts as an information clearinghouse in relation to all areas of judicial administration. NCSC’s Board consists of state court appellate and trial judges, court managers from all levels and jurisdictions of State courts, attorneys, and court users.
The State Courts of Singapore (formerly known as the Subordinate Courts of Singapore)
The State Courts have a broad jurisdiction that encompasses civil and criminal matters, family law, and juvenile justice. The State Courts have a long-standing commitment toward the reform of judicial administration, with particular emphasis on the international community and on the use of technology. Batulicin District Court, Indonesia | The Batulicin District Court is a first level court located in the capital of Tanah Bumbu, South Kalimantan, Indonesia. Its primary duty and authority is to examine, decide and resolve criminal and civil cases at first level. The Court mission is to realize justice that is simple, fast, low cost and transparent. The Court started to implement the International Framework for Court Excellence in 2014, and joined the Consortium in October 2016 as an Implementing Member.
Caribbean Court of Justice | The Caribbean Court of Justice (CCJ) is the Caribbean regional judicial tribunal established on 14 February 2001 by the Agreement Establishing the Caribbean Court of Justice. The CCJ is intended to be a hybrid institution: a municipal court of last resort and an international court vested with original, compulsory and exclusive jurisdiction in respect of the interpretation and application of the Revised Treaty of Chaguaramas.
Calang District Court | Calang District Court is in Aceh Jaya District, Aceh Province, Indonesia. The Calang District Court Building was originally located on Pelabuhan Calang Street but was destroyed by a 9.1-magnitude earthquake and tsunami on December 26, 2004. The building had been standing steadily since 1976, long before Aceh Jaya Regency was split into autonomous regions in 2022, and only four pillars remain in front of the office, along with some architectural ruins. Currently, the Calang District Court Building, located at Pengadilan Street Number 10 Calang, Aceh Jaya Regency, has been built to provide the best services for justice seekers and has received the accreditation of PMPN/ICPE (Indonesia Court Performance Excellence) from Director General of the General Court of Justice Dirjen Badilum, with the title “A” (Excellent). The Calang District Court became an Implementing Member of the International Consortium for Court Excellence (ICCE) on December 11, 2023.
Cilacap District Court, Indonesia | The Cilacap District Court is a First Level Court located in Cilacap District, Central Java, Indonesia. The Cilacap District Court has the duty and authority to examine, hear, decide and settle criminal and civil cases at the first instance, including terrorism cases of concern to the world. The Court applied the International Framework for Court Excellence in September 2016, and joined the International Consortium for Court Excellence (ICCE) in 11 April 2018 as an Implementing Member.
Commonwealth Judicial Education Institute (Canada) | The CJEI is a network of Commonwealth judicial educators knowledgeable in judicial education techniques and methodology which endeavors to create and deliver judicial education curricula supportive of contemporary judicial reform.
Council of Judges of Ukraine |The Council of Judges is the second highest judicial self-governance body sitting below the Congress of Judges of Ukraine. The Council of Judges develops and organizes the implementation of activities directed at ensuring judicial independence, improving support for court operations and control over court functioning.
County Court of Victoria, Australia | The Victoria County Court is the intermediate court in the Victorian court hierarchy and the principal trial court in the State. The vision of the court is to be a leader in Court Excellence, delivering the highest standard of justice to the community and inspiring public confidence in the rule of law.
Courts Administration Authority of South Australia | The Courts Administration Authority (CAA), South Australia, is the collective term for the State Courts Administration Council, the State Courts Administrator and staff of the Council and is constituted by the Courts Administration Act 1993. Independent of the legislative and executive arms of Government, the CAA provides participating courts in South Australia with the administrative facilities and services necessary for the proper administration of justice. The participating courts of the CAA are the Supreme Court, District Court, Magistrates Court, Youth Court, Coroner’s Court and the Environment, Resources and Development Court. There are also a number of tribunals and commissions. The CAA initiated implementation of the International Framework for Court Excellence in October 2017 and joined the Consortium in May 2018 as an Associate Member.
Customs Appeal Tribunal Malaysia | The Customs Appeal Tribunal is an independent judicial body which was established to enhance the smooth and effective implementation of the tax administration appeal system of Malaysia, and to render it more business and client friendly.
District Court of New Zealand | The New Zealand District Courts are the trial courts of New Zealand. They have general jurisdiction for jury trials (where the maximum sentence is less than life imprisonment), all summary criminal matters and civil actions up to a value of $200,000. The vast majority of both civil and criminal actions in New Zealand are commenced in the District Courts.
District Court of Tegal, Indonesia | The District Court of Tegal is a first level court that is located in the city of Tegal, Central Java, Indonesia. The District Court of Tegal has competence to examine and to decide both criminal and civil cases in the jurisdiction of Tegal City. The Court has applied the values of court excellence and joined as an associate member of ICCE on 18 October 2018.
Dubai Courts | The first official appearance of the judiciary in the Emirate of Dubai occurred in 1938. In 1958, a judicial department was established to consider disputes between people until 1970 when the modern judicial system in Dubai was established as an independent judicial entity from the United Arab Emirates Federal Judicial System. The Judicial Body comprises of three major courts: First Instance Court, Appeal Court and Supreme Court.
Dubai International Financial Centre Courts | DIFC Judicial Authority (DIFC Courts), the independent judicial system within the financial district, constitute a critical element of DIFC's offering to the financial industry. Created following extensive consultation and review of international best practices, DIFC Courts are an independent, common law judicial system with exclusive jurisdiction over all civil and commercial disputes within DIFC financial district, including bodies and companies registered in DIFC.
Family Court of Australia | The Family Court of Australia, through its specialist judges and staff, assists Australians to resolve their most complex legal family disputes. The Court’s goal is to deliver excellence in service for children, families and parties through effective judicial and non-judicial processes and high-quality and timely judgments while respecting the needs of separating families.
Federal Circuit Court of Australia | The Federal Circuit Court is an independent federal court under the Australian Constitution. It is a federal court of record and a court of law and equity. The Court is constituted by the Chief Judge and Judges as appointed. The Court was established to provide a simple and accessible alternative to litigation in the Federal Court of Australia (Federal Court) and the Family Court of Australia (Family Court) and to relieve the workload of those courts.
High Court of Bhutan | Established in 1968, the High Court is made up of three Benches. A minimum of two justices comprises a Bench. The High Court exercises original jurisdiction as well as appellate and extra-territorial jurisdiction. The High Court possesses inherent powers and exercises extra-territorial jurisdiction on the basis of international law principles. It is presided over by the Chief Justice of High Court.
The High Court of Namibia | The High Court of Namibia consists of the Judge President and Additional Judges, all of which are appointed by the President of the Republic of Namibia on the recommendation of an independent Judicial Service Commission. The High Court has Inherent Jurisdiction and has unlimited original jurisdiction to hear and adjudicate upon all civil disputes and criminal prosecutions, including cases which involve the interpretation, implementation and upholding of the Constitution and the fundamental rights and freedoms guaranteed thereunder. The High Court also has jurisdiction to hear and adjudicate upon appeals from Lower Courts, exercises jurisdiction as a Labour Court and is also Court of Admiralty.
Judicial Service Commission of Kenya | The Judicial Service Commission is a constitutional body established under Article 171(1) of the Constitution of Kenya. The mandate of the commission is to promote and facilitate the independence and accountability of the Judiciary and the efficient, effective and transparent administration of justice.
Judiciary of Guam | The Judiciary of Guam hears all cases within the territory. The Supreme Court of Guam is the final judicial authority on local matters, and an appeal of its decisions can only be heard by the Supreme Court of the United States. Judiciary of Jamaica | Jamaica’s judicial system comprises several superior courts of record, lower courts of record, other specialized lower courts, and Lay Magistrates’ Courts. At the apex, the Judicial Committee of the Privy Council (United Kingdom) sits as Jamaica’s final court of appeal. The Caribbean Court of Justice (CCJ) is a regional court that exercises appellate jurisdiction for countries in the Commonwealth Caribbean that have accepted the jurisdiction of that court to hear appeals; and is also a court of original jurisdiction for matters arising under the Revised Treaty of Chaguaramas which established the Caribbean Community and Common Market (CARICOM). Presently, the court only exercises original jurisdiction in respect of Jamaica for matters arising under the Revised Treaty of Chaguaramas. More.
Judiciary of the Republic of the Marshall Islands | The Judiciary of the Republic of the Marshall Islands’ national courts include: the Supreme Court, the appellate court of last resort; the High Court, the highest trial court of general jurisdiction; the Traditional Rights Court, a special jurisdiction court for customary land disputes; and the District Court, a limited jurisdiction trial court.
Judiciary of Swaziland | The Judiciary of Swaziland includes the Supreme Court, High Court and the Industrial Court. Swaziland is an autonomous kingdom in South Africa which became a member of the International Consortium for Court Excellence in 2011.
Kepanjen District Court, East Java, Indonesia | The Kepanjen District Court is a court of general jurisdiction that hears criminal and civil cases at the first instance. There are approximately 250 District Courts in Indonesia.
Karanganyar District Court, Central Java, Indonesia | Karanganyar District Court is a First Level Court located in Karanganyar District, Central Java, Indonesia. The Karanganyar District Court has the duty to examine, decide and resolve cases both criminal and civil cases. The Court applied Framework of Court Excellence after obtaining Quality Assurance Accreditation from the Supreme Court of Republic of Indonesia in July 2017 and was accepted by the Consortium in November 2017 as an implementing member.
Kediri District Court | Kediri District Court is located at Kediri City, East Java Province, Indonesia. Kediri District Court has been exist since the Dutch-colonial era, known as Kadiri Landraad. After Indonesia’s Independence was attained, it later changed its name to Kediri District Court. Kediri District Court’s building is now located on Attorney General Suprapto Street Number 14, Kediri City, which is a cultural heritage building and becoming the pride of the people in Kediri City. Kediri District Court has jurisdiction over three sub districts, including Mojoroto Subdistrict, Kota Subdistrict, and Pesantren Subdistrict. Currently, Kediri District Court is implementing the third edition of IFCE.
Klaten District Court, Indonesia | The Klaten District Court is a First Level Court, located in Klaten Regency, Central Java, Indonesia. The Klaten District Court has the duty and authority to determine criminal and civil cases at the first instance, and also includes a small claims court. The Court applied the International Framework for Court Excellence as part of the Indonesian Quality Assurance Accreditation by Directorate General of the General Judiciary, Supreme Court of the Republic of Indonesia. Under that Accreditation program Klaten District Court obtained an excellent "A" accreditation certificate in 2 November, 2016. The Klaten District Court became an ICCE Implementing Member on 9 August 2018.
Land and Environment Court of New South Wales (NSW) | The Land and Environment Court of New South Wales is a Court established by legislation giving it exclusive jurisdiction to determine environmental, development, building and planning disputes. It was set up under the Land and Environment Court Act 1979 (NSW) to provide specialist knowledge in the matters relating to the environment and planning laws in New South Wales. It has the power to review certain administrative decisions, enforce civil rights relating to planning, or to impose penalties for certain breaches of environmental law.
Magistrates Court of the Australian Capital Territory | The Magistrates Court of the ACT handles less serious criminal matters and civil disputes up to a jurisdictional limit of $250,000.
Magistrates' Court of Victoria, Australia | The Magistrates’ Court of Victoria has a long and proud history of providing justice for the people of Victoria in local and regional Courts across the State. The Court’s objective is to provide an efficient, modern and responsive Court of summary jurisdiction designed to meet the needs of the community.
Magistrates Service of Papua New Guinea (PNG) | The Papua New Guinea National Judicial System comprises of the Superior Courts (called the National and Supreme Courts) and the District Courts. Magistrates hear cases in the District Courts. The Magistrates Service website is under development.
Office of the Judiciary of Thailand | The Office of the Judiciary if responsible for the Court of Justice’s administration, judicial affairs and other court management matters including the annual budget estimation; financial management; supply affairs; human resources management; the research and development in court system, measures, regulations, methodology and practices. Therefore, to support and facilitate the Court of Justice’s duties and to enhance the more convenient, speedy and efficient court procedures.
Palembang District Court, South Sumatera, Indonesia | Is a First Level Court in Palembang District, South Sumatera, Indonesia. The court hears both criminal and civil cases and first implemented the IFCE in September 2017 and was accepted in November 2017 by the ICCE as an implementing member.
Palau Supreme Court | The Supreme Court of Palau consists of a Trial Division (which has jurisdiction over all civil and criminal matters) and an Appellate Division (which has jurisdiction to review the decisions of the Trial Division and the lower courts). The Supreme Court also handles disciplinary and other special proceedings.
Paringin District Court | Pengadilan Negeri Paringin, part of the Indonesian Judiciary, which hears criminal and civil
cases in the jurisdiction of Balangan Regency, South Kalimantan, is located not too far from the coming capital of the state (Ibu Kota Nusantara). Pengadilan Negeri Paringin, officially established on 22nd October 2018, has committed to implementing the value of court excellence in its continuing service.
Pekanbaru District Court | The Pekanbaru District Court is the First Level Court in the Capital of Riau Province, located in Pekanbaru City, Riau, Indonesia. The Pekanbaru District Court has the duty and authority to examine, hear, decide and settle criminal cases, civil cases, industrial relations cases and corruption cases at first level. The Court applied the International Framework for Courts Excellence on November 2, 2016, and joined the International Consortium for Court Excellence (ICCE) on 28 February, 2018 as the Implementing Member.
Purwokerto District Court | The Purwokerto District Court is the first level court located in Purwokerto, Banyumas Regency, Central Java, Indonesia, and is part of the General Courts under the Supreme Court of the Republic of Indonesia, which has the duty and authority to receive, examine, decide and settle cases (civil and criminal) entered on the first level. The Purwokerto District Court is determined to be responsive in welcoming the contemporary spirit of the Supreme Court: "Information technology-based modern justice to serve." With a leadership structure supported by dedicated and professional staff, the Purwokerto District Court is optimistic that it will be able to provide accountable services to justice seekers in order to realize Supreme Court of Justice goals. The Court worked hard to implement the Court Excellence Framework from the ICCE (International Consortium of Court Excellence), which was ultimately achieved by the acceptance of the Purwokerto District Court as a member of the ICCE on 18 October 2018.
Queensland Civil and Administrative Tribunal (Australia) | The QCAT makes decisions on a range of matters for the first time known as original decisions. QCAT also reviews decisions previously made by government agencies and statutory authorities known as review decisions. To ensure quality decision making and administrative justice, all clients have the right to appeal the decision made by QCAT.
Religious Court of District of Palu, Indonesia | This court is a family court with Islamic specialist judges and staff that assists the citizen of Palu District to resolve their most complex legal family disputes. The Court’s goal is to deliver excellence in service for children, families and parties through effective judicial and non-judicial processes and high-quality and timely judgments while respecting the needs of separating families.
Singapore Judicial College | The Singapore Judicial College is an entity dedicated to the training and development of Judges and Judicial Officers. Comprising a local and an international wing, the Singapore Judicial College is established under the auspices of the Supreme Court of Singapore.
Spring Singapore | Spring Singapore is a public body concerned with the betterment of enterprise of all kinds. The organisation focuses on quality and the enhancement of productivity in both the private and public sectors.
Sragen District Court | The Sragen District Court is a First Level Court located in Sragen, Central Java, Indonesia. The Sragen District Court has the duty and authority to examine, hear, decide and settle criminal cases, civil cases, at the first instance. The Court joined the International Consortium for Court Excellence (ICCE) on 27 June 2018 as an Implementing Member.
Superior Court of Justice of Brazil | The Superior Court of Justice is the highest appellate court in Brazil for non-constitutional questions of federal law and has original jurisdiction over some cases.
Supreme Court of the Australian Capital Territory (ACT) | The Supreme Court of the ACT is the superior court in the ACT and hears and determines criminal and civil matters, including appeals from the Magistrates Court and the ACT Civil and Administrative Tribunal.
Supreme Court of Nepal | The Supreme Court of Nepal’s judicial powers allow it to hear writ petitions, to hear appeals, to review its own judgments, to hear certain cases and to revise the decisions of the Court of Appeal.
Supreme Court of the Philippines | The Supreme Court of the Philippines is the Philippines’ highest judicial court, as well as the court of last resort. The court consists of 14 Associate Justices and 1 Chief Justice. Pursuant to the Constitution, the Supreme Court has administrative supervision over all courts and the personnel thereof.
Supreme Court of Seychelles | The Supreme Court of Seychelles is the highest trial court in the country. It hears the more complex and high-value civil claims and the more serious criminal cases. It also tries admiralty matters and divorces. The Supreme Court also has supervisory jurisdiction of all the lower courts and tribunals and is usually the appellate court for all the lower courts and tribunals. The Supreme Court is not the highest court of the land and litigants may appeal from the Supreme Court to the Seychelles Court of Appeal.
Supreme Court of Singapore | The Supreme Court of Singapore is made up of the Court of Appeal, the High Court, and the Singapore International Commercial Court. The Supreme Court Bench consists of the Chief Justice, the Judges of Appeal, Judges and Judicial Commissioners.
Supreme Court of Victoria, Australia | The Supreme Court of Victoria is the superior Court in the State. The Court is divided into two divisions - the Court of Appeal and the Trial Division. Additional procedural and historical information can be found at the Court’s website.
Supreme Federal Court of Brazil | The Supreme Federal Court is the court of last resort of Brazil, serving primarily as the Constitutional Court of the country. It is the highest court of law in Brazil for constitutional issues and its rulings cannot be appealed.
Supreme and National Court of Papua New Guinea (PNG) | The Supreme and National Court are the Superior Courts of Papua New Guinea, as distinguished from the District Courts. The Constitution establishes the Supreme Court of Papua New Guinea and the Supreme Court Act provides for the Court's powers and rules of practice and procedure. The Supreme Court is the highest court in Papua New Guinea.
Temanggung District Court, Indonesia | The Temanggung District Court is a First Level Court located in Temanggung District, Central Java, Indonesia that adjudicates civil, public and juvenile justice cases. The Court began applying Framework court excellence beginning in 2016. The Court was accepted by the International Consortium of Court Excellence (ICCE) as an implementing member on April 11, 2018. The court is committed to applying technology, supporting the administrative reform of the judiciary.
Ungaran District Court, Indonesia | The Ungaran District Court, Indonesia has jurisdiction to examine and adjudicate civil and criminal cases in the Semarang Regency of Indonesia. Ungaran District Court aims to provide an effective and a low-cost process, improving services for the community by creating a modern system which increases access to justice. In addition to its adjudication function, the Court provides legal opinions to the local government and legal assistance for vulnerable people. This court consists of a chief, a vice chief, eight judges, a registrar, a secretary, and a seventy staff members.
The West Jakarta District Court (PNJB) | is a General Court under the Supreme Court of the Republic of Indonesia. It handles Civil and Criminal Cases, as well as Criminal Acts of Terrorism. The PNJB receives 800 civil lawsuit cases and hears 750 civil cases of petition, each year. For criminal cases, it averages about 2300 file cases annually, with 60 percent of cases constituting narcotics and drugs cases, with the remainder of criminal cases for offences such as terrorism, murder, fraud, and rape.
Wonosobo District Court, Indonesia | The Wonosobo District Court is a First Level Court located in Wonosobo District, Central Java, Indonesia, under the Supreme Court of the Republic of Indonesia. The Wonosobo District Court has the duty and authority to handle criminal and civil cases at the first level, including human trafficking and terrorism cases. The Court applied the International Framework for Court Excellence in December 2016, and joined the International Consortium for Court Excellence (ICCE) in 11, April 2018 as an Implementing Member.
